CRC Policy to Action


Minor hockey relies on volunteers, but with this privilege comes responsibility. Associations have a legal duty of care to provide safe environments for children, as outlined under provincial child protection legislation and reinforced by Hockey Canada’s Maltreatment and Safe Sport policies.

One of the most effective safeguards is a mandatory Criminal Record Check (CRC) and Vulnerable Sector Check (VSC) for anyone working with players under 18.

Why It’s Required

  • Legislative Responsibility: Most provinces require organizations serving minors to screen volunteers (e.g., Alberta’s Child, Youth and Family Enhancement Act).

  • Governing Body Standards: Hockey Canada and provincial branches mandate screening in alignment with their Safety and Risk Management Guidelines.

  • Duty of Care: Boards and associations can face liability if reasonable precautions aren’t taken.

Best Practice Policy

  1. Who: All coaches, trainers, team managers, billet families, and board members with direct player contact.

  2. Frequency: VSC every three years, with an annual self-declaration confirming no new charges.

  3. Process: Checks must be submitted before assuming duties, handled confidentially by the Risk Management or Safe Sport Officer.

  4. Non-Compliance: Volunteers without a completed check may not participate—no exceptions.

Beyond Compliance

Background checks are a baseline. Associations should also provide Respect in Sport and Safe Sport training, designate a Youth Liaison/Safe Contact, and foster a culture where players feel safe to report concerns.
